The Government are carrying out a public consultation on Minimum Unit Pricing (MUP) of alcohol, getting rid of alcohol multi-buy promotions and having Health as a licensing objective. As a concerned party, could I ask that you have a look at the attached link and make your representations known?
Just a little bit of background for you - at present there are four Licensing Objectives that all licensed premises (on licence or off licence) must abide by. They are -
1) Prevention of Crime and Disorder
2) Public Safety
3) Prevention of Harm to Children
4) Prevention of Public Nuisance
These have stood since the Licensing Act 2003. The Government now want to include the Health as a licensing objective (i.e. the effect alcohol has on health).
This will have an inclusive effect on the Health Service as a responsible Authority when it comes to Alcohol Licensing and as they are equally (sometimes more) effected by alcohol related incidents as the police it is seen as rightly so.
The minimum unit price and abolition of multi-buy and irresponsible promotions of alcohol are aimed at the off-licence establishments and are exactly what they say. The MUP is proposed to stop supermarkets from selling alcohol at a loss in order to draw people in and supply cans of lager from as little as 20p each (sometimes less), 2 litre bottles of cider for £1.89 and the buy 2 crates of beer/cider/lager for £10, encouraging people to buy/consume more alcohol.
